Accueillir et soigner les demandeurs d'asile : recompositions territoriales et enjeux de coordination médico-sociale

This presentation questions the spatial restructuring of health and social planning of the greater Paris region, in response to a demographic context marked by a growing number of asylum seekers. After describing the development of actions specific to the medical care of migrant populations, I investigate the evolution of the interactions between medical and social actors in their daily missions and medical guidances, and outline their ability to see and organise themselves as a network in response to this uncharted situation. Notably, the implementation of dedicated spaces and coordination frameworks by and for the stakeholders underpins the (re)shaping of the local healthcare landscape. Overall, the actions and orientations of health- and social-care stakeholders seem to go well beyond the theoretical organisation of these institutions and display rather dynamic subdivisions that reflect an ever-changing social accommodation setting for asylum seekers.
Cette communication interroge les recompositions territoriales de l’action sanitaire et sociale sur un territoire de la grande couronne francilienne, en réponse à un contexte démographique marqué par l’accueil d’un nombre croissant de demandeurs d’asile. Elle décrit le développement d’actions spécifiques à la prise en charge médicale des populations migrantes et s’intéresse à l’évolution des interactions entre acteurs médicaux et sociaux dans leurs missions quotidiennes et leurs pratiques d’orientations. Il s’agit également d’interroger leur capacité à se construire en réseau face à une problématique qui leur est plus ou moins nouvelle. Un regard particulier est porté sur la mise en place d’espaces et de cadres de coordination et la manière dont ils contribuent à (re)dessiner les paysages sanitaires locaux. Les activités, orientations et collaborations des acteurs médico-sociaux semblent alors largement dépasser les sectorisations théoriques et relever davantage d’un territoire d’action «à géométrie variable», à l’image de la géographie de l’accueil des demandeurs d’asile.
